For lovebirds, the best to cut are the outer five on each each wing, half way too. The birds will still be able to take off the ground and glide across about 1 meter but can't continuously airborne, they can also glide down to land safely. Birds are easily to get surprised & fly away in terror, even a tamed one. They can crash the mirror, get into your soup, toilet... it's more cruel that way.
